HBA-CMT, JEK H.B. 2066 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2066 By: Eiland Elections 4/3/2001 Introduced BACKGROUND AND PURPOSE Currently the wage rate for a primary election worker is set at $5.15 per hour. Given the value and importance of their work, primary elections workers merit equal pay to general election workers. House Bill 2066 raises the hourly wage rate for a primary election worker to at least $6 per hour. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2066 amends the Election Code to provide that the compensation of a judge or clerk for services rendered at a precinct polling place during a primary election must be at least $6 an hour, but may not exceed the amount fixed by the appropriate authority. The bill prohibits the secretary of state from reducing the minimum amount of state compensation payable to election judges and clerks in a primary election. EFFECTIVE DATE September 1, 2001.
