HBA-SEP H.B. 2136 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2136 By: Wilson Criminal Jurisprudence 4/12/2001 Introduced BACKGROUND AND PURPOSE In 1999, five Texas law enforcement officers were killed in the line of duty. In addition, one out of three girls and one out of seven boys are the victims of sexual assault by the age of 18. Providing additional funding to crime stoppers organizations for the payment of rewards for information leading to the arrest and prosecution of persons charged with murdering peace officers and committing sexual assaults against children may result in a reduction in the number of such offenses. House Bill 2136 requires a person convicted of an offense to pay, in addition to all other costs on conviction, 25 cents to be deposited to the credit of an account in the state treasury to be thus appropriated. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2136 amends the Code of Criminal Procedure to require a person convicted of an offense to pay, in addition to all other costs on conviction, 25 cents to be deposited by the comptroller of public accounts to the credit of an account in the state treasury. The bill provides that the money be appropriated to crime stoppers organizations for the payment of rewards for information leading to the arrest and prosecution of persons charged with murdering peace officers and committing sexual assaults against children. EFFECTIVE DATE September 1, 2001.
