H.B. 2143 prohibits school districts from charging tuition to these students. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.004, Education Code, as follows: Sec. 25.004. New heading: TUITION FOR CERTAIN MILITARY DEPENDENTS PROHIBITED. Prohibits a school district from charging tuition for the attendance of a student who is domiciled in another state and resides in military housing that is located in the district but is exempt from taxation by the district. Deletes text authorizing a district to charge tuition and limiting the tuition rate. SECTION 2. Makes this Act applicable beginning with the 2001-2002 school year. SECTION 3. Effective date: upon passage or September 1, 2001.
