HBA-JEK H.B. 2174 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2174 By: Hochberg Public Education 3/12/2001 Introduced BACKGROUND AND PURPOSE Current law requires teachers who are certified in other states to take the Texas teacher certification test before teaching in Texas. Removing this requirement could help Texas combat its teacher shortage. House Bill 2174 authorizes the State Board for Education Certification to certify an educator who has passed a certification examination similar to that of Texas in the state in which the educator is certified to teach. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2174 amends the Education Code to authorize the State Board for Educator Certification to issue a certificate to an educator who has received an appropriate certificate from another state and has performed satisfactorily on an examination from that state that is similar to the certification examination of Texas. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
