SRC-MKV H.B. 2218 77(R) BILL ANALYSIS Senate Research Center H.B. 2218 77R8391 JSA-DBy: Rangel (Staples) Education 4/20/2001 Engrossed DIGEST AND PURPOSE The Texas Higher Education Coordinating Board recently released a report of the Special Committee on Globalization and Higher Education entitled "Globalizing Texas Higher Education for the New Century: A Response to Closing the Gaps" that recommends increasing support for international education scholarships. While current law authorizes the governing board of certain institutions of higher education to charge registered students an international education fee of $1 for the purpose of assisting students participating in international student exchange or study programs, a fee increase may enable more students to participate in these programs. H.B. 2218 authorizes the governing board of an institution of higher education, other than The University of Texas at Austin, to increase the international education fee charged and collected from students registered at the institution. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.5132(a), Education Code, to change the fee the governing board of an institution of higher education, other than The University of Texas at Austin, is authorized to charge and collect from students registered at the institution from $1 to an amount not less than $1 and not more than $4 for each semester or summer session. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: upon passage or September 1, 2001.
