BACKGROUND AND PURPOSE 

Funding for child care services in Texas is provided through a collection
of federal and state sources. These funding sources are designed to provide
services to low-income families with parents who are working or attending
school or training.  House Bill 2265 requires the Texas Workforce
Commission to fund child care subsidies for children from households having
income of not more than 66 percent of the state median income. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 2265 amends the Labor Code to require the Texas Workforce
Commission to fund child care subsidies for children from households having
income of not more than 66 percent of the state median income.
