BACKGROUND AND PURPOSE 

Funding for child care services in Texas is provided through a collection
of federal and state sources. These funding sources are designed to provide
services to low-income families with parents who are working or attending
school or training.   C.S.H.B.  2265 requires the Texas Workforce
Commission to fund child care subsidies for children from households having
income of not more than 66 percent of the state median income. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

C.S.H.B. 2265 amends the Labor Code to require the Texas Workforce
Commission to fund child care subsidies for children from households having
income of not more than 66 percent of the state median income. 

EFFECTIVE DATE

September 1, 2001.

COMPARISON OF ORIGINAL TO SUBSTITUTE

C.S.H.B. 2265 differs from the original bill by requiring the Texas
Workforce Commission (TWC) to fund child care subsidies, rather than
requiring TWC to allocate funds for child care services through the
application of a need-based formula only.  The substitute modifies the
original bill by decreasing from 85 to 66 percent of the state median
income the maximum income level for households to qualify for the child
care subsidies.
