HBA-AMW H.B. 2265 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2265 By: Villarreal, Mike Economic Development 4/10/2001 Introduced BACKGROUND AND PURPOSE Funding for child care services in Texas is provided through a collection of federal and state sources. These funding sources are designed to provide services to low-income families with parents who are working or attending school or training. In the case of funds that are not allocated by an established federal formula to the state, current law requires the Texas Workforce Commission (TWC) to develop a needbased formula that will equitably allocate funds among all workforce areas. House Bill 2265 requires TWC to allocate funds for child care services through the application of a need-based formula that is designed to target services to children from households having income of not more than 85 percent of the state median income. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2265 amends the Labor Code to require the Texas Workforce Commission to allocate funds allocated by formula to this state or to regions of this state for child care services only through the application of a need-based formula that is designed to target services to children from households having income of not more than 85 percent of the state median income. EFFECTIVE DATE September 1, 2001.
