SRC-SEW C.S.H.B. 2504 77(R)BILL ANALYSIS Senate Research CenterC.S.H.B. 2504 77R16287 PAM-DBy: Danburg (Shapleigh) State Affairs 5/11/2001 Committee Report (Substituted) DIGEST AND PURPOSE C.S.H.B. 2504 clarifies certain provisions of the law regulating political funds and campaigns. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 251.006, Election Code, to delete existing Subsection (b) and make a conforming change. SECTION 2. Amends Sections 254.0311(e) and (f), Election Code, to make nonsubstantive changes. SECTION 3. Amends Section 254.036, Election Code, by amending Subsections (b) and (d), repealing Subsection (j), amending and redesignating Subsection (k) as a new Subsection (j), and redesignating Subsection (l) as a new Subsection (k), as follows: (b) Adds a reference to Subsection (j). (d) Authorizes certain entities that are required to file reports with the Texas Ethics Commission (commission), other than certain specified entities, to file reports that comply with Subsection (a) under certain conditions. Sets forth requirements for an avvidavit under this subsection. (j) Deletes existing Subsection (j). Provides that a legislative caucus or a person required to file an annual report of unexpended contributions is subject to the exemptions prescribed by this section in the same manner provided for a candidate, officeholder, or political committee. SECTION 4. Amends Section 254.0401(b), Election Code, to add references to Section 254.124(c). SECTION 5. Amends Sections 254.063(b) and (c), Election Code, to make nonsubstantive changes. SECTION 6. Amends Sections 254.093(b) and (c), Election Code, to make nonsubstantive changes. SECTION 7. Amends Sections 254.123(b) and (c), Election Code, to make nonsubstantive changes. SECTION 8. Amends Sections 254.153(b) and (c), Election Code, to make nonsubstantive changes. SECTION 9. Repealer: Section 254.037, Election Code. SECTION 10. Effective date: September 1, 2001.
