DIGEST AND PURPOSE 

According to the American Diabetes Association, 15.7 million Americans, or
5.9 percent of the country's population have diabetes. The Texas Department
of Health estimates that, in 1998, 1.6 million Texans or 12 percent of the
state's population had diabetes. Based on Texas death certificate data,
diabetes contributed to 12,299 deaths in 1996 and was the sixth leading
cause of death listed on Texas death certificates. Many people first become
aware of the devastating effects of diabetes when they develop such
complications as blindness, kidney disease, nerve damage, heart disease,
and stroke. Many of the components associated with the disease are unknown
and need further research. H.B. 2510 requires the board of regents of the
Texas Tech University System to establish the Texas Tech Diabetes Research
Center for the purposes of researching diabetes and other related factors
associated with the disease.  

RULEMAKING AUTHORITY

Rulemaking authority is expressly granted to the executive council advising
the Texas-Mexico Border Health Coordination Office of The University of
Texas-Pan American in SECTION 2 (Section 95.002, Health and Safety Code) of
this bill. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 110, Education Code, by adding Section 110.15,
as follows: 

 Sec. 110.15.  TEXAS TECH DIABETES RESEARCH CENTER.

SECTION 2.  (a) Amends Title 2D, Health and Safety Code, by adding Chapter
95,  as follows: 

CHAPTER 95.  ACANTHOSIS NIGRICANS SCREENING

  Sec. 95.001.  DEFINITIONS.

Sec. 95.002.  ACANTHOSIS NIGRICANS EDUCATION AND SCREENING PROJECT.

  Sec. 95.003.  COMPLIANCE WITH SCREENING REQUIREMENTS.

  Sec. 95.004.  RECORDS; REPORTS.

(b)  Provides that this section takes effect only if a specific
appropriation for the implementation of this Act is provided in S.B. No. 1
(General Appropriations Act), Acts of the 77th Legislature, Regular
Session, 2001.  Provides that if no specific appropriation is provided in
S.B. No. 1, the General Appropriations Act, this section has no effect. 

SECTION 3.  Requires the board of regents of the Texas Tech University
System to establish the Texas Tech Diabetes Research Center as provided by
Section 110.15, Education Code, as added by  this Act, not later than
January 1, 2003. 
 
SECTION 4.  Effective date: upon passage or September 1, 2001.
