BACKGROUND AND PURPOSE 

Currently, the terminology used within the Penal Code pertaining to
criminal penalties for interference with child custody is not
gender-neutral and may be interpreted as biased against a father.  House
Bill 2621 replaces masculine pronouns in certain provisions relating to
child custody with gender-neutral terminology. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 2621 amends the Penal Code to replace masculine pronouns in
certain provisions relating to child custody with gender-neutral
terminology. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
