HBA-MSH H.B. 2688 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2688 By: Salinas Transportation 3/22/2001 Introduced BACKGROUND AND PURPOSE Thousands of school children take buses to and from school each day. Some drivers are not aware of or ignore traffic regulations relating to school buses and pass buses which have stopped to load or unload children or are stopped at railroad crossings. House Bill 2688 requires school buses to bear prominent safety messages on the back of the vehicle to alert other drivers. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2688 amends the Education Code to require that all school buses have prominently displayed in large block letters on the back of the bus the messages: "WARNING: THIS BUS STOPS ALL R/R CROSSINGS," and "STATE LAW: STOP WHEN RED LIGHTS ARE FLASHING." EFFECTIVE DATE September 1, 2001.
