HBA-BSM H.B. 2754 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2754 By: Homer Criminal Jurisprudence 4/8/2001 Introduced BACKGROUND AND PURPOSE Sports officials in Texas and all across the country have been threatened and assaulted both on and off the field, although 13 states currently have legislation to protect sports officials from physical assault, Texas does not impose stricter penalties than for other assault offenses for assaulting a sports official. House Bill 2754 includes a sports official in the definition of public servant to increase penalties in the case of assault of a sports official. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2754 amends the Penal Code to include "sports official"as a public servant in relation to the offense of assault. EFFECTIVE DATE September 1, 2001.
