HBA-KDB H.B. 2769 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 2769 By: Solis, Jim Economic Development 7/18/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, many local workforce boards did not define after-school services that took place on a school campus or at a Head Start Center as child care. Consequently, these programs were not able to apply for or utilize local funds spent on these programs as matching funds for the purposes of drawing federal child care funds. There was concern that federal child care funds might be underutilized because of this provision. House Bill 2769 provides that a child who is eligible to receive child care services funded by a local workforce development board is eligible to receive such services while enrolled in either a federal Head Start program or in an after-school program at a school. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2769 amends the Government Code to provide that a child who is otherwise eligible for child care services funded by a local workforce development board is eligible to receive child care services while the child is enrolled in a federal Head Start program or in after-school care provided at a school. EFFECTIVE DATE September 1, 2001.
