SRC-JEC H.B. 2778 77(R) BILL ANALYSIS Senate Research Center H.B. 2778 77R7593 ATP-DBy: Farabee (Madla) Intergovernmental Relations 5/9/2001 Engrossed DIGEST AND PURPOSE The unfunded mandates interagency work group was created in 1997 to review the legislative history of unfunded mandates, conduct evaluations on the benefits and costs of mandates on affected political subdivisions, and to present a written report on the findings to the legislature. Currently, the interagency work group comprises certain state entities. However, it does not have a representative from any local level of government. H.B. 2778 adds two county representatives to the interagency work group. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 320.002(a), Government Code, to provide that, in addition to the current group members, the unfunded mandates interagency work group consists of one county officer appointed by the lieutenant governor, and one county employee or county officer appointed by the speaker of the house of representatives. SECTION 2. Effective date: September 1, 2001.
