HBA-EDN H.B. 2791 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2791 By: Villarreal, Mike State Affairs 3/28/2001 Introduced BACKGROUND AND PURPOSE Under current law, the Texas Ethics Commission (commission) is required to mail two copies of the personal financial statement form to a state officer, partisan or independent candidate for an office as an elected officer, and a party chairman. This form is now available on-line, and it would be a cost savings to the state if the commission was only required to mail one copy of the form. House Bill 2791 reduces the number of copies of the form that the commission is required to mail. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2791 amends the Government Code to reduce, from two to one, the number of copies of a personal financial statement form that the Texas Ethics Commission is required to mail to a state officer, partisan or independent candidate for an office as an elected officer, and a party chairman. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
