DIGEST AND PURPOSE 

The Texas Legislative Council is required by law to carry out a complete
nonsubstantive revision of the Texas statutes.  The process involves
reclassifying and rearranging the statutes in a more logical order;
employing a numbering system and format that will accommodate future
expansion of the law; eliminating repealed, invalid, duplicative, and other
ineffective provisions; and improving the draftsmanship of the law if
practicable.  These efforts are carried out in order to make the statutes
more accessible, understandable, and usable without altering the sense,
meaning, or effect of the law.  This bill makes nonsubstantive revisions to
and corrections in enacted codes, including the nonsubstantive codification
of various laws omitted from enacted codes, and to conforming codifications
enacted by the 76th Legislature to other Acts of that legislature. 

RULEMAKING AUTHORITY

Rulemaking authority is expressly granted to various state officers,
institutions, and agencies throughout this bill. 

SECTION BY SECTION ANALYSIS

S.B. 1362 provides for the adoption of a nonsubstantive revision of
statutes relating to the licensing and regulation of certain professions
and business practices, as follows: 

SECTION 1.  ADOPTION OF ENGINEERING, ARCHITECTURE, AND LAND SURVEYING
TITLE.  Amends the Occupations Code by adding Title 6 relating to the
licensing and regulation of these professions.  (Pages 1 - 170 of bill.) 

SECTION 2.  ADOPTION OF REAL PROPERTY AND HOUSING TITLE.  Amends the
Occupations Code by adding Title 7 relating to the licensing and regulation
of professions related to real property and housing.  (Pages 170 - 469 of
bill.) 

SECTION 3.  ADOPTION OF ENVIRONMENTAL AND INDUSTRIAL TRADES TITLE. Amends
the Occupations Code by adding Title 8 relating to the regulation of
environmental and industrial trades.  (Pages 469 - 572 of bill.)  

SECTION 4.  ADOPTION OF WATER, HEALTH, AND SAFETY TITLE.  Amends the
Occupations Code by adding Title 12 relating to the practices and trades
related to water, health and safety.  (Pages 572 - 761 of bill.) 

SECTION 5.  ADOPTION OF MOTOR VEHICLES AND TRANSPORTATION TITLE. Amends the
Occupations Code by adding Title 14 relating to the regulation of motor
vehicles and transportation.  (Pages 761 - 948 of bill.) 

SECTION 6.  ADOPTION OF EMPLOYMENT TITLE.  Amends the Occupations Code by
adding Title 15 relating to the occupations related to employment.  (Pages
948 - 974 of bill.) 

 SECTION 7.  CONFORMING AMENDMENT.  Amends Chapter 23C, Natural Resources
Code, by adding Section 23.0515 to make a conforming change.  (Pages 974 -
975 of bill.) 

SECTION 8.  CONFORMING AMENDMENT.  Amends Section 23.057, Natural Resources
Code, to make a conforming change.  (Page 975 of bill.) 

SECTION 9.  CONFORMING AMENDMENT.  Amends Chapter 23C, Natural Resources
Code, to make a conforming change.  (Pages 975 - 976 of bill.) 

SECTION 10  CONFORMING AMENDMENT.  Amends Section 501.0916, Transportation
Code, to make a conforming change.  (Pages 976 - 978 of bill.) 

SECTION 11.  CONFORMING  AMENDMENT.  Amends Section 501.0917,
Transportation Code, to make a conforming change.  (Page 978 of bill.) 

SECTION 12.  CONFORMING AMENDMENT.  Amends Chapter 503A, Transportation
Code, to make a conforming change.  (Pages 978 - 979 of bill.) 

SECTION 13.  REPEALER.  Repeals Acts and articles relating to the licensing
and regulation of various professions, as compiled in Vernon's Texas Civil
Statutes.  (Page 979 of bill.) 

SECTION 14.  LEGISLATIVE INTENT OF NO SUBSTANTIVE CHANGE.  Provides that
this Act is enacted under Section 43, Article III, Texas Constitution.
Provides that this Act is intended as a recodification only, and no
substantive change in law is intended by this Act.    

SECTION 15.  Effective date:  June 1, 2003.
