SRC-MKV H.B. 2864 77(R) BILL ANALYSIS Senate Research Center H.B. 2864 77R3312 KKA-DBy: Sadler (Cain) Education 4/30/2001 Engrossed DIGEST AND PURPOSE Under current law, a school district is entitled to a basic allotment of $2,537 for each student in average daily attendance. The basic allotment for each district is adjusted to reflect the geographic variation in known resource costs and costs of education due to factors beyond the control of the school district using the cost of education index to produce the adjusted basic allotment. The adjusted basic allotment for certain small and midsized school districts is then adjusted based on specific formulas to produce the adjusted allotment per student. Several of the formulas are no longer current and as such do not produce a valid adjustment. H.B. 2864 removes invalid formulas for calculating the adjusted allotment of small and mid-sized school districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.103(d), Education Code, to delete the formulas for the 1996-1997 through 2000-2001 school years for the adjustment of average daily attendance of a school district used to determine the adjusted basic allotment of the school district. SECTION 2. Effective date: September 1, 2001.
