HBA-TBM H.B. 2874 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2874 By: Uher County Affairs 4/1/2001 Introduced BACKGROUND AND PURPOSE Under current law, a county employee is able to transfer accrued sick leave or vacation time to a county sick leave pool (pool) to help an employee who suffers a catastrophic injury or illness. Currently, an employee is prohibited from using an amount of time of more than one-third of the total time in the pool or 90 days. House Bill 2874 increases the total amount of time an employee may withdraw from the pool from 90 to 180 days. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2874 amends the Local Government Code to increase from 90 days to 180 days, the maximum amount of time an eligible employee may withdraw from a county sick leave pool. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
