BSM H.B. 2913 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2913 By: Bonnen Natural Resources 3/26/2001 Committee Report (Amended) BACKGROUND AND PURPOSE Currently, the Brazoria County Conservation and Reclamation District Number Three (district) has the tax rate for maintenance set at $0.10 on each $100 of assessed valuation. The district believes that to better maintain the more than 600 miles of ditches they have jurisdiction over, the tax rate should be increased. House Bill 2913 authorizes the commissioners of the district to raise the tax and the daily salary of district commissioners. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2913 amends law to increase the compensation of the commissioners of the Brazoria County Conservation and Reclamation District Number Three from $20 a day to $30. The bill also requires the commissioners by majority vote to set a tax rate not exceeding $0.15 on each $100 of assessed valuation for maintenance taxes levied and collected by the district. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. EXPLANATION OF AMENDMENTS Committee Amendment No.1 modifies the compensation of commissioners to not exceed $100 a day rather than $30.
