HBA-LJP H.B. 3235 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3235 By: Reyna, Arthur Ways & Means 4/19/2001 Introduced BACKGROUND AND PURPOSE Currently, the City of San Antonio is bidding to host the 2007 Pan American Games. The site selection committees that review these bids require the bidding cities to submit sufficient evidence with their bid that the state in which the bidder is located supports the bid and is willing to grant good faith assurances that the games will be produced in accordance with the bid should the games be awarded to that city. During the 76th legislature, a trust fund for the Pan American Games was created, but other legislation abolished the trust fund. House Bill 3235 reinstates the abolished provisions relating to the Pan American Games trust fund. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3235 requires the comptroller of public accounts to undertake duties related to the Pan American Games trust fund, to recreate the Pan American Games trust fund, and to rededicate revenue for the same purposes. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
