HBA-JEK H.B. 3375 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3375 By: Talton Public Safety 4/6/2001 Introduced BACKGROUND AND PURPOSE Houston is a major port-of-entry for vehicles imported to the United States from Mexico. Shortcomings in the inspection procedures for motor carriers or eighteen wheelers imported through ports have raised concern. Improperly inspected motor vehicles may have defects that pose a threat to roadway safety. House Bill 3375 authorizes the public safety director to adopt rules to provide for the inspection of motor carriers in a port located in a county with a population of 3 million or more. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that rulemaking authority is expressly delegated to the public safety director in SECTION 1 (Section 644.051, Transportation Code) of this bill. ANALYSIS House Bill 3375 amends the Transportation Code to authorize the public safety director to adopt rules to provide for the inspection of motor carriers in a port located in a county with a population of 3 million or more. EFFECTIVE DATE The Act takes effect on the 91st day after adjournment.
