HBA-MPM H.B. 3378 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3378 By: Deshotel Public Health 7/10/2001 Enrolled BACKGROUND AND PURPOSE As of September 2000, the Texas Department of Mental Health and Mental Retardation (MHMR) no longer operates certain facilities listed as part of the composition of MHMR. These facilities include the Amarillo State Center, the Beaumont State Center, and the Laredo State Center, which are now locally controlled and have assumed other names. House Bill 3378 removes these facilities from the composition of MHMR. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3378 amends the Health and Safety Code to modify the composition of the Texas Department of Mental Health and Mental Retardation (MHMR) by removing the Amarillo State Center, the Beaumont State Center, and the Laredo State Center from the list of facilities included in MHMR. EFFECTIVE DATE June 14, 2001.
