DIGEST AND PURPOSE 

Currently, there is no improvement district in Navarro County. If such a
district were to exist, it might help promote, develop, encourage, and
maintain employment, commerce, transportation, and economic development in
the county. H.B. 3682 creates the NTM Improvement District in Navarro
County. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.

SECTION 1. CREATION OF DISTRICT. Sets forth provisions regarding the
creation of the NTM Improvement District (district). 

SECTION 2. DECLARATION OF INTENT. Sets forth provisions regarding the
declaration of intent of the district. 

SECTION 3. DEFINITIONS. Defines "board," "county," "district," and
"municipality." 

SECTION 4. BOUNDARIES. Sets forth provisions regarding the boundaries of
the district.

the findings related to the district boundaries. 

SECTION 6. FINDINGS OF BENEFIT AND PUBLIC PURPOSE. Sets forth provisions
regarding the findings of benefit and public purpose. 

SECTION 7. GENERAL POWERS AND PURPOSES. Sets forth provisions regarding the
general powers and duties of the district.
