HBA-EDN H.B. 3685 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3685 By: Keel Natural Resources 4/26/2001 Introduced BACKGROUND AND PURPOSE According to the 2000 federal census, Travis County's population has increased by 40.9% in the last decade. In eastern Travis County, around the City of Pflugerville, where much of the growth has occurred, an economic development plan has been established to help improve the quality of life for residents. A major component of the development plan is the creation of a utility district to improve the quality of water delivery in the area and to help the city and its extraterritorial jurisdiction address critical water and sewer needs resulting from rapid population growth. House Bill 3685 creates the Northeast Travis County Utility District. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3685 amends law to create the Northeast Travis County Utility District (district), subject to approval at a confirmation election (SECTION 1). The bill sets forth the boundaries and the powers of the district (SECTIONS 3 and 6). The bill also sets forth provisions regarding the division of a district and the annexation of a district by a municipality (SECTIONS 7 and 8). The bill provides that the district is governed by a board of five directors and sets forth provisions regarding the election, qualifications, and terms of the directors. The bill sets forth provisions regarding an election to confirm the establishment of the district (SECTIONS 9-12). EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
