BACKGROUND AND PURPOSE 

Traffic congestion at the Texas-Mexico border has increased due to the
North American Free Trade Agreement (NAFTA).  As it is difficult to
coordinate the interests of various government agencies and private
entities participating in or affected by NAFTA-related traffic, the
establishment of border port authorities may simplify the process and make
travel procedures and infrastructure development along the border more
efficient.  A border port authority could build, fund, and maintain
transportation-related facilities and industrial projects to ease traffic
congestion and improve the quality of life of residents in the border
region.  Additionally, a border port authority with revenue-raising powers
may be able to accelerate the completion of projects that remedy critical
shortcomings of the current infrastructure.  House Concurrent Resolution 79
urges the United States Congress to take the appropriate steps to further
the creation of port authorities along the Texas-Mexico border. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this resolution
does not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Concurrent Resolution 79 urges the United States Congress to take the
appropriate steps to further the creation of port authorities along the
Texas-Mexico border.
