BACKGROUND AND PURPOSE 

Though Texas is home to 1.5 million veterans of the armed forces, a 1997
legislative study concluded that Central Texas lacks a national cemetery
for veterans and deserves priority consideration for such a cemetery.  Fort
Hood, located in Bell County, is the largest military base in the world and
an integral part of defense affairs in Central Texas.  House Concurrent
Resolution 114 calls for the first state veterans cemetery to be located at
Fort Hood in Bell County, contingent on the passage of legislation creating
a Texas Veterans Cemetery System. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this resolution
does not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Concurrent Resolution 114 directs the governing body of the state
entity charged to establish and oversee the Texas Veterans Cemetery System
(system) to locate the first state veterans cemetery in Bell County, on
post at Fort Hood, contingent on the passage of legislation creating the
system.
