SRC-JEC H.J.R. 1 77(R) BILL ANALYSIS Senate Research Center H.J.R. 1 77R4844 SMJ-DBy: McCall (Zaffirini) Intergovernmental Relations 3/26/2001 Engrossed DIGEST AND PURPOSE As proposed, H.J.R. 1 proposes a constitutional amendment providing for a four-year term of office for the fire fighters' pension commissioner. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 67, Article XVI, Texas Constitution, by adding Subsection (g) to provide that the term of office for a fire fighters' pension commissioner is four years if the legislature provides for that position. SECTION 2. Requires this proposed constitutional amendment to be submitted to the voters at an election to be held on November 6, 2001. Requires the ballot to be printed to permit voting for or against the proposition: "The constitutional amendment providing for a four-year term of office for the fire fighters' pension commissioner."
