SRC-JBJ S.B. 32 77(R) BILL ANALYSIS Senate Research Center S.B. 32 77R1402 JAT-DBy: Zaffirini State Affairs 4/11/2001 As Filed DIGEST AND PURPOSE Currently, there are some concerns, as result of several cases brought before various courts, regarding the application fee for a disabled parking placard. As proposed, S.B. 32 eliminates the application fee for a disabled parking placard and amends related provisions. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 681.003(b), Transportation Code, to delete existing text pertaining to a certain fee. Makes nonsubstantive changes. SECTION 2. Amends Section 681.005, Transportation Code, as follows: Sec. 681.005. New heading: DUTY OF COUNTY ASSESSOR-COLLECTOR. Requires each county assessor-collector to send a copy of each application for a disabled parking placard to the Texas Department of Transportation. Deletes existing text pertaining to fees and copies of applications. SECTION 3. Effective date: September 1, 2001. Makes application of this Act prospective.
