SRC-JBJ S.B. 32 77(R)BILL ANALYSIS Senate Research CenterS.B. 32 By: Zaffirini State Affairs 5/1/2001 Committee Report (Amended) DIGEST AND PURPOSE Currently, there are some concerns, as result of several cases brought before various courts, regarding the application fee for a disabled parking placard. As proposed, S.B. 32 eliminates the application fee for a disabled parking placard and amends related provisions. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 681.003(b), Transportation Code, to delete existing text pertaining to a certain fee. Makes nonsubstantive changes. SECTION 2. Amends Section 681.005, Transportation Code, as follows: Sec. 681.005. New heading: DUTY OF COUNTY ASSESSOR-COLLECTOR. Requires each county assessor-collector to send a copy of each application for a disabled parking placard to the Texas Department of Transportation. Deletes existing text pertaining to fees and copies of applications. SECTION 3. Effective date: September 1, 2004. Makes application of this Act prospective. SUMMARY OF COMMITTEE CHANGES Committee Amendment No. 1. Amends the previously proposed effective date of this Act from September 1, 2001, to September 1, 2004.
