HBA-MPM S.B. 52 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 52 By: Zaffirini Human Services 3/30/2001 Engrossed BACKGROUND AND PURPOSE Current law provides that child-care facilities must display signs with information on child abuse reporting procedures. Senate Bill 52 requires child-care facilities to include additional information on the sign about sudden infant death syndrome, shaken-baby syndrome, and diabetes. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 52 amends the Human Resources Code to require each child-care facility to post in a location conspicuous to all employees a sign that includes a brief description of and preventive methods for addressing sudden infant death syndrome, shaken-baby syndrome, and childhood diabetes. EFFECTIVE DATE September 1, 2001.
