DIGEST AND PURPOSE 

Child-care facilities must display signs with information on child abuse
reporting procedures.  S.B. 52 directs the Department of Protective and
Regulatory Services to require new signs that include information on sudden
infant death syndrome, shaken-baby syndrome, childhood diabetes, and
methods for preventing those phenomena. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 42.055(a), Human Resources Code, to require each
child-care facility to post in a location that is conspicuous to all
employees and customers a sign that includes a brief description of sudden
infant death syndrome, shaken-baby syndrome, childhood diabetes, and
methods for preventing those phenomena. 

SECTION 2. Effective date: upon passage or September 1, 2001.
