As proposed, S.B. 52 directs the Department of Protective and Regulatory Services to require new signs that include information on at least two phenomena that adversely affect children's well-being, such as sudden infant death syndrome or shaken-baby syndrome, and methods for preventing those phenomena. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.055(a), Human Resources Code, to require each child-care facility to post in a location that is conspicuous to all employees and customers a sign that includes a brief description of at least two phenomena that adversely affect children's well-being, such as sudden infant death syndrome or shaken-baby syndrome, and methods for preventing those phenomena. SECTION 2. Effective date: upon passage or September 1, 2001.
