SRC-MWN, BWC S.B. 71 77(R) BILL ANALYSIS Senate Research Center S.B. 71 77R67 CAG-DBy: Haywood Education 1/26/2001 As Filed DIGEST AND PURPOSE Currently, Midwestern State University board members are prohibited from incurring expenses submitted for reimbursement while at other meetings or conferences. As proposed, S.B. 71 allows for reimbursement of costs associated with performing business on behalf of the university, if authorized by the board. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 103.04, Education Code, as follows: Sec. 103.04. New heading: COMPENSATION AND REIMBURSEMENT OF BOARD MEMBERS. Provides that a member of the Midwestern State University board of regents is entitled to receive reimbursement, subject to any applicable limitation on reimbursement provided by the General Appropriations Act, for actual expenses incurred in attending the meetings of the board or in performing other board business authorized by the board. Deletes text regarding receiving reimbursement only for the actual cost of attendance at board meetings. SECTION 2. Effective date: upon passage.
