SRC-TBR S.B. 104 77(R) BILL ANALYSIS Senate Research Center S.B. 104 77R940 SGA-DBy: Van de Putte Education 3/4/2001 As Filed DIGEST AND PURPOSE Currently, there are no requirements on what training should be included in the 150 hours of continuing education which is required to be completed by Texas teachers every five years. As proposed, S.B. 104 requires training on detection of child abuse and neglect be a portion of the hours for teacher recertification. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 21.054, Education Code, by adding Subsection (c) to require the State Board for Educator Certification to require, that teachers complete at least one hour of training in the detection of child abuse and neglect, as part of the requirements for certification renewal. Authorizes that the training be provided by videotape or distance learning. SECTION 2.Effective date: September 1, 2001. Makes application of this Act prospective.
