SRC-SEW, TBR S.B. 125 77(R) BILL ANALYSIS Senate Research Center S.B. 125 2001S0009/1 09/25/00By: Shapiro Intergovernmental Relations 1/25/2001 As Filed DIGEST AND PURPOSE Currently, the Department of Housing and Community Affairs (TDHCA) is required to report program performance information on the federal programs administered by the TDHCA to the federal Department of Housing and Urban Development (HUD) by December 18 of each year. The State Low Income Housing Plan and Annual Report (SLIHP) prepared by the TDHCA for the Texas Legislature, which reports on both state and federal programs administered by the TDHCA and contains all the information required by the federal government by December 18, is required to be submitted to the legislature by March 31 of each year, necessitating duplicative data collection and hearings. As proposed, S.B. 125 changes the due date of the SLIHP to December 18 to coincide with the due dates of the federal reports. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subsection (a), Section 2306.072, Government Code, to require the executive director of the Texas Department of Housing and Community Affairs (department) to prepare and submit to the governing board of the department an annual report of the department's housing activities for the preceding year no later than December 18, rather than March 1, of each year. SECTION 2. Makes a conforming change. SECTION 3. Effective date: September 1, 2001.
