BACKGROUND AND PURPOSE 

Currently, the commissioners court of a county with a population of 20,000
or more may authorize a payroll deduction to be made from a county
employee's wages or salary at the employee's request for payment of dues to
a labor union or employees association, payment of parking fees in a
county-owned facility, or payment to a charitable organization.  Senate
Bill 134 removes the population requirement so any county employee can
request that a payroll deduction be made for these purposes.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 134 amends the Local Government Code to remove the population
requirement for a county pertaining to payroll deductions from an
employee's wages by the commissioners court of a county for payment of dues
to a labor union or employees association, payment of parking fees in a
county-owned facility, or payment to a charitable organization.   

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
