As proposed, S.B. 175 extends the parking fee exemptions to other veterans. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Reenacts Section 681.008, Transportation Code (Parking Privileges: Veterans With Disabilities; Congressional Medal of Honor Recipients), (Parking Privileges: Certain Veterans), as amended by Chapters 738, 1195, and 1362, Acts of the 76th Legislature, Regular Session, 1999, and amends it, as follows: Sec. 681.008. PARKING PRIVILEGES: CERTAIN VETERANS. (b) Exempts a vehicle on which license plates issued under Section 502.254, 502.255, 502.257, 502.259, or 502.260 are displayed from the payment of a parking fee, including a fee collected through a parking meter, charged by a governmental authority, including an institution of higher education, as defined by Section 61.003, Education Code (Definitions), but not including a branch of the federal government, when being operated by or for the transportation of certain persons. Deletes language relating to the authorization of a governmental unit to apply certain exemptions from fees and penalties to certain parking spaces. SECTION 2. Effective date: September 1, 2001.
