DIGEST AND PURPOSE 

Current Texas law exempts veterans with certain license plates from most
government parking fees.  As proposed, S.B. 175 extends the parking fee
exemptions to other veterans. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Reenacts Section 681.008, Transportation Code (Parking
Privileges: Veterans With Disabilities; Congressional Medal of Honor
Recipients), (Parking Privileges: Certain Veterans), as amended by Chapters
738, 1195, and 1362, Acts of the 76th Legislature, Regular Session, 1999,
and amends it, as follows: 

Sec. 681.008. PARKING PRIVILEGES: CERTAIN VETERANS. (b) Exempts a vehicle
on which license plates issued under Section 502.254, 502.255, 502.257,
502.259, or 502.260 are displayed from the payment of a parking fee,
including a fee collected through a parking meter, charged by a
governmental authority, including an institution of higher education, as
defined by Section 61.003, Education Code (Definitions), but not including
a branch of the federal government, when being operated by or for the
transportation of certain persons. Deletes language relating to the
authorization of a governmental unit to apply certain exemptions from fees
and penalties to certain parking spaces. 

SECTION 2.  Effective date: September 1, 2001.
