SRC-MKV, S.B. 176 77(R) BILL ANALYSIS Senate Research Center S.B. 176 77R2204 BDH-DBy: Zaffirini Education 2/23/2001 As Filed DIGEST AND PURPOSE Currently, school districts are required to provide parents with a written or audiotaped Spanish translation of a child's special education plan if the parents' native language is Spanish. Many special education teachers expressed concern that this law places a burden on them, is timeconsuming, and keeps them from spending valuable time with the students. S.B. 176 amends current law to provide the parents with the ability to waive the written or audiotaped translation of the special education plan. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 29.005, Education Code, by adding Subsection (e), to provide that a parent may waive the right to a translation required under Subsection (d). SECTION 2. Effective date: upon passage or September 1, 2001.
