SRC-BWC, CTC S.B. 179 77(R) BILL ANALYSIS Senate Research Center S.B. 179 77R2166 KEL-DBy: Fraser Veteran Affairs & Military Installations 1/29/2001 As Filed DIGEST AND PURPOSE Currently, Texas law requires military personnel to pass the Texas Academic Skills Program (TASP) before taking a college-level course. As proposed, S.B. 179 exempts active duty military personnel from the requirements for the TASP program if they are not seeking a degree. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.306(r), Education Code, to add a student who is not seeking a certificate, and is a citizen of a country other than the United States, or a student who is serving on active duty as a member of the United States armed forces to the list of people to which this section does not apply. SECTION 2. Amends Section 51.3061(g), Education Code, to add a student who is serving on active duty as a member if the United States armed forces and is not seeking a degree or certificate to the list of people to which this section does not apply. SECTION 3. Makes application of this Act prospective to the 2001 fall semester. SECTION 4. Effective date: upon passage or September 1, 2001.
