DIGEST AND PURPOSE 

Currently, Texas law requires military personnel to pass the Texas Academic
Skills Program (TASP) before taking a college-level course.  As proposed,
C.S.S.B. 179 exempts from the requirements for the TASP program, a student
serving as active duty military personnel in the United States armed forces
and students who are citizens of other countries and not seeking a degree. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 51.306(r), Education Code, to add a student who
is a citizen of a country other than the United States and is not seeking a
degree or a student who is serving on active duty as a member of the armed
forces of the United States to the list of people to which this section
does not apply.  Deletes text regarding a certificate. 

SECTION 2.  Amends Section 51.3061(g), Education Code, to add a student who
is serving on active duty as a member of the Armed Forces of the United
States to the list of people to which this section does not apply.  Deletes
text regarding seeking a degree or certificate. 

SECTION 3.  Effective date: upon passage or September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

SECTION 1.  Amends As Filed S.B. 179, Section 51.306(r), Education Code, to
rearrange subdivisions and paragraphs found in the original.  Deletes text
regarding a certificate. 

SECTION 2.  Amends Section 51.3061(g), Education Code, to delete language
in the original regarding not seeking a degree or certificate.   

SECTION 3.  Deletes Section 3, a prospective clause, and renumbers existing
sections accordingly. 

SECTION 4.  No change.
