DIGEST AND PURPOSE 

Currently, the State of Texas has not commemorated the role the state
played in America's victory in the Cold War.  This bill designates
Farm-to-Market Road 604 as the Atlas ICBM Highway to commemorate the
contributions made to the Cold War by the Convair Atlas International
Ballistic Missiles and the men and women who built and operated them.  This
bill also sets for the responsibilities of the Texas Department of
Transportation in respect to marking the highway. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 225B, Transportation Code, by adding Section
225.044, as follows: 

               Section 225.044.  ATLAS ICBM HIGHWAY.  (a) Provides that
Farm-to-Market Road 604 from State Highway 351 in Shackelford County to
U.S. Highway 83 in Taylor County is designated as the Atlas ICBM Highway. 

(b) Requires the Texas Department of Transportation (department) to design
and construct markers indicating the highway number, the designation as the
Atlas ICBM Highway, and any other appropriate information. 

(c) Requires the department to erect a marker at each end of the highway
and at appropriate intermediate sites along the highway. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
