SRC-SEW, MKV S.B. 188 77(R)BILL ANALYSIS Senate Research CenterS.B. 188 By: Lindsay State Affairs 5/28/2001 Enrolled DIGEST AND PURPOSE Currently, volunteer firefighters who are also state employees are entitled to up to five days off per fiscal year to attend training conducted by a state agency or institution of higher learning without a deduction in salary. S.B. 188 allows emergency medical services volunteers to receive the same five working days off for training without a deduction in salary. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 661.905, Government Code, as follows: Section 661.905. New heading: VOLUNTEER FIREFIGHTERS AND EMERGENCY MEDICAL SERVICES VOLUNTEERS. (a) Defines "emergency medical services volunteer." Provides that a state employee who is a volunteer firefighter or an emergency medical services volunteer is entitled to a leave of absence without deduction in salary to attend fire service or medical emergency services training conducted by a state agency or institution of higher education. Makes conforming changes. SECTION 2. Effective date: September 1, 2001.
