SRC-JBJ S.B. 192 77(R) BILL ANALYSIS Senate Research Center S.B. 192 77R2013 DWS-DBy: Lucio Business & Commerce 3/21/2001 As Filed DIGEST AND PURPOSE Currently, various ports-of-entry along the Texas-Mexico border are not part of Metropolitan Planning Organizations (MPOs) which direct future transportation projects and systems in urbanized areas of the state. As proposed, S.B. 192 requires the Department of Transportation to develop a Transportation Improvement Program (TIP) for certain areas along the border region. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 201I, Transportation Code, by adding Section 201.710, as follows: Sec. 201.710. PLANNING AND FUNDING OF PORTS-OF-ENTRY. (a) Requires the Texas Department of Transportation (department) to include projects relating to ports-of-entry in its transportation improvement plan and unified transportation program or any successor to that plan or program. (b) Requires the department, in allocating money to projects, to fund port-of-entry projects from money other than North American Free Trade Agreement discretionary funds. SECTION 2. Effective date: September 1, 2001.
