HBA-BSM S.B. 194 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 194 By: Shapiro Judicial Affairs 5/3/2001 Engrossed BACKGROUND AND PURPOSE Currently, Collin County's population exceeds the ideal ratio for the number of county courts at law in relation to the county's population. Senate Bill 194 creates the Probate Court No. 1 of Collin County as the statutory probate court of the county. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 194 amends the Government Code to create the Probate Court No.1 of Collin County as the statutory probate court of the county on January 1, 2003. The bill sets forth provisions for the qualifications, salary, and duties of a statutory probate judge and for the administration and jurisdiction of the probate court. The bill also amends provisions relating to the assignment of judges to, and administration of, the Collin County courts at law. EFFECTIVE DATE September 1, 2001.
