SRC-EPT, TBR S.B. 195 77(R)BILL ANALYSIS Senate Research CenterS.B. 195 By: Lucio Business & Commerce 6/12/2001 Enrolled DIGEST AND PURPOSE In 1999, the Texas Transportation Commission established a temporary Border Trade Transportation Task Force to prioritize existing border transportation projects needed to handle increased international trade. S.B. 195 establishes a Border Trade Advisory Committee as an official advisory committee to the Texas Transportation Commission. RULEMAKING AUTHORITY Rulemaking authority is expressly given to the Texas Transportation Commission in SECTION 1 (Section 201.114, Transportation Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 201C, Transportation Code, by adding Section 201.114, as follows: Sec. 201.114. BORDER TRADE ADVISORY COMMITTEE. (a) Requires the Texas Transportation Commission (commission) to establish the Border Trade Advisory Committee to define and develop a strategy and make recommendations to the department for addressing the highest priority border trade transportation challenges. Requires the commission, in determining the action to be taken on recommendations, to consider the importance of trade with the United Mexican States, potential sources of infrastructure funding at border ports, and the value of trade activity in the department's districts adjacent to the border with the United Mexican States. (b) Authorizes the commission to adopt rules governing the Border Trade Advisory Commission. SECTION 2. Effective date: September 1, 2001.
