SRC-TBR S.B. 195 77(R) BILL ANALYSIS Senate Research Center S.B. 195 77R2327 DWS-DBy: Lucio Business & Commerce 3/20/2001 As Filed DIGEST AND PURPOSE In 1999 The Transportation Commission established a temporary Border Trade Transportation Task Force to prioritize existing border transportation projects needed to handle increased international trade. As proposed, S.B. 195 establishes a Border Trade Taskforce as an official advisory committee to the Texas Transportation Commission. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 201D, Transportation Code, by adding Section 201.207, as follows: Sec. 201.207. BORDER TRADE ADVISORY COMMITTEE. Requires the Texas Department of Transportation (department) to establish the Border Trade Advisory Committee to define and develop a strategy and make recommendations to the department for addressing the highest priority border trade transportation challenges. Requires the department, in determining the action to be taken on recommendations, to consider the importance of trade with the United Mexican States and the value of trade activity in the department's districts adjacent to the border with the United Mexican States. Provides that Section 2110.008 (Duration of Advisory Committees), Government Code does not apply to the Border Trade Advisory Committee. SECTION 2. Effective date: September 1, 2001.
