SRC-MKV S.B. 209 77(R) BILL ANALYSIS Senate Research Center S.B. 209 77R2615 CAS-DBy: Bivins Education 1/26/2001 As Filed DIGEST AND PURPOSE Currently, the Texas State Board of Education (state board) is authorized to appoint boards of trustees for special purpose school districts for the education of students in special situations whose educational needs are not adequately met by regular districts. These boards of trustees are limited to three members. This bill allows the state board to appoint boards of three, five, or seven members which would facilitate the review and consideration of school issues and policy matters by allowing input from additional trustees. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 11.352(a), Education Code, to require the State Board of Education to appoint for each district established under Section 11.351 a board of three, five, or seven trustees. Provides that a trustee is not required to be a resident of the district. SECTION 2. Effective date: upon passage or September 1, 2001.
