DIGEST AND PURPOSE

Currently, the Early High School Graduation Scholarship Program provides
financial aid to high school students who graduate early and pursue higher
education, however there is concern that students completing high school in
three years are taking less rigorous courses and graduating illprepared for
college. As proposed, S.B. 210 requires students to complete a college
preparatory curriculum in order to be eligible for the Early High School
Graduation Scholarship.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.

public high school diploma, in not more than 36 consecutive months and
graduated or to be eligible for graduation from a Texas public high school.
Makes a nonsubstantive change.

SECTION 2. Makes application of this Act prospective.

SECTION 3. Effective date: September 1, 2001.
