SRC-MWN S.B. 210 77(R) BILL ANALYSIS Senate Research Center S.B. 210 77R2836 KKA-DBy: Bivins Education 2/2/2001 As Filed DIGEST AND PURPOSE Currently, the Early High School Graduation Scholarship Program provides financial aid to high school students who graduate early and pursue higher education, however there is concern that students completing high school in three years are taking less rigorous courses and graduating illprepared for college. As proposed, S.B. 210 requires students to complete a college preparatory curriculum in order to be eligible for the Early High School Graduation Scholarship. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 56.203, Education Code, to provide that to be eligible for the Early High School Graduation Scholarship program, a person must have successfully completed the recommended or advanced high school program established under Section 28.025, rather than requirements for a public high school diploma, in not more than 36 consecutive months and graduated or to be eligible for graduation from a Texas public high school. Makes a nonsubstantive change. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 2001.
