SRC-MWN S.B. 225 77(R) BILL ANALYSIS Senate Research Center S.B. 225 77R2177 DWS-DBy: Shapleigh Business & Commerce 2/27/2001 As Filed DIGEST AND PURPOSE Currently, 80 percent of all United States-Mexico overland traffic goes through Texas ports-of-entry, and 40 percent of this traffic continues through Texas to other destinations in the United States and Canada. The Federal Transportation Efficiency Act for the 21st century emphasizes continued federal interest in identifying and promoting key international highway trade corridors in the United States. As proposed, S.B. 225 directs the Texas Department of Transportation to implement an integrated border corridor plan. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 201H, Transportation Code, by adding Section 201.6011, as follows: Sec. 201.6011. BORDER CORRIDOR PLAN. Requires the Texas Department of Transportation (department) to implement an integrated border corridor plan. Requires the plan to include strategies and projects to aid the exchange of commerce related to the North American Free Trade Agreement through the use of multiple transportation modes. SECTION 2. Effective date: September 1, 2001.
